As the 30th Asia Pacific Economic Cooperation (APEC) summit unfolds in San Francisco, tensions and opportunities emerge in the meeting between US President Joe Biden and Chinese President Xi Jinping. Acknowledging China’s real challenges, Biden expresses optimism about reestablishing American leadership globally. The summit, held at the Filoli Estate, signifies a pivotal moment for repairing bilateral ties, with a focus on climate cooperation.

Arriving in San Francisco, both leaders are welcomed amid hopes of overcoming longstanding issues. The joint commitment to combat global warming signals a shared recognition of the climate crisis as a paramount challenge. The United States and China affirm their dedication to the 2015 Paris climate accord goals, emphasizing the urgency of limiting global warming.

Beyond climate issues, the summit aims at enhancing communication to prevent potential conflicts between the two nations. Topics range from global concerns such as conflicts in the Middle East and Russia’s actions in Ukraine to North Korea’s connections with Russia, Taiwan, human rights, artificial intelligence, and trade relations.

Biden is expected to affirm the US commitment to supporting Indo-Pacific allies, specifically highlighting Taiwan amidst Chinese pressure. Security commitments to the Philippines will also be emphasized. Concrete outcomes are sought, including progress in restoring military ties and combating the trade of fentanyl, a harmful synthetic opioid in the US.

Notably, Washington anticipates an agreement on fentanyl, potentially involving the lifting of human rights sanctions on China’s police forensic institute. With Taiwan’s 2024 elections looming, discussions may revolve around preventing pro-independence sentiments. China aims to ease tariffs and export controls on advanced semiconductors, while talks may also explore enhancing commercial flights and potentially easing journalist visa restrictions for mutual benefit.
