Budget 2024-25 Emphasizes Modi’s Commitment: No Freebies, Focus on Flagship Schemes

The Budget 2024-25 demonstrates the Modi government’s steadfast commitment to its key schemes, steering clear of populist measures in anticipation of the 2024 elections.

The budget outlines a modest increase in allocations for flagship initiatives such as MGNREGA, Pradhan Mantri Awas Yojana, Ayushman Bharat, Mission Shakti, Jal Jeevan Mission, and Pradhan Mantri Gram Sadak Yojana.


The Rural Employment Guarantee Scheme, a significant part of India’s social security system, received an allocation of Rs 60,000 Cr in FY 24, with a revised estimate of Rs 86,000 Cr. For FY 25, an allocation of Rs 86,000 Cr has been made, emphasizing the government’s commitment to providing at least 100 days of wage employment to rural households engaged in unskilled manual work.

Pradhan Mantri Awas Yojana:

With a focus on affordable housing, this scheme allocated Rs 79,590 Cr in FY 24. However, the revised estimate fell to Rs 54,103 Cr, and for FY 25, an allocation of Rs 80,671 Cr has been made. The scheme has two components – PMAY (Urban) and PMAY (Gramin), both aiming to promote affordable housing through subsidies.

Ayushman Bharat:

The government’s flagship health scheme, Ayushman Bharat, allocated Rs 7200 Cr for FY 24, with revised estimates at Rs 6881 Cr. For FY 25, an allocation of Rs 7500 Cr underscores the commitment to providing health insurance coverage to 500 million underprivileged citizens.

Mission Shakti:

Launched in 2020, Mission Shakti focuses on empowering and ensuring the safety of women. The allocation for this scheme has nearly doubled from Rs 1912 Cr in 2020-21 to Rs 3143 Cr in 2023-24, with Rs 3146 Cr allocated for FY 25.

Jal Jeevan Mission:

Aiming to provide safe drinking water to all rural households by 2024, the scheme received an allocation of Rs 70,000 Cr, maintaining the same level in revised estimates for FY 24 and an allocation of Rs 70,163 Cr for FY 25.

Pradhan Mantri Gram Sadak Yojana:

The flagship rural roads scheme has an allocation of Rs 19,000 Cr for FY 25, with revised estimates for FY 24 at Rs 17,000 Cr.
